I have a car in the rear-drive. Ideally, it would be better to have a new set of winter tires, but it does not snow much where I am. I just wanted to see what is best?

Winter tires are made for good traction when the cold and hardens the rubber. Snow and ice grip better. In my experience, are also responsible for the terrible winter and wear quickly on dry roads. If you opt for all-season tires, depends, as it in all seasons, the "good" in the snow and others who are terrible in snow.
If I you I'd take the snow tires when the tread has not reached the wear bars. also that it is stretching.

When the summer are marked "M & S", which means they can be used in mud and snow, but not as good as winter tires.
I am tired, my time all-terrain/all vehicle. Not much, not snow here, but best of all conditions IMO. Hope this helps.
